Neighbourhood policing officers in Cumbria have been recognised for their hard work within our communities at the neighbourhood policing award 2025.
The awards were held during Cumbria Constabulary’s Neighbourhood Policing Conference which were held on 24 November.
The conference was attended by Sarah Jones, Minister of State for Crime, Policing and Fire of the United Kingdom.
Eight awards were presented to officers and PCSO’s by the Constabularies Neighbourhood Policing Lead Chief Superintendent Andy Wilkinson and Police and Fire Crime Commissioner Dave Allen in recognition of their contribution to neighbourhood policing.
Westmorland and Furness PCSO of the year – Tony Labram, Eden Neighbourhood Policing Team
PCSO Labram has been recognised for this of his outstanding contribution to the community he serves. Tony has gathered valuable information and intelligence that has resulted in the safeguarding of young people at risk of exploitation.
His efforts have and will continue to have a long-lasting impact to the community in Eden.
Cumberland PCSO of the year – Clare Parker, Allerdale Neighbourhood Policing Team
PCSO Parker has been recognised for her outstanding intervention work within the local community. Over a period of 12 months Clare dealt with a particular complex hub referral which resulted in significant improvement and reduction in calls for service.
PCSO Parker provides crime prevention advice to both individuals and her work with the housing association was invaluable when building trust and confidence for the victims.
Westmorland and Furness Neighbourhood Policing Police Officer of the year – Paul Holmes, Barrow Neighbourhood Policing Team
Sergeant Holmes has been recognised for his extraordinary resilience and determination whilst ensuring the teams motivation for delivering high standards of service to the public.
His commitment led to several problem-solving initiatives which has seen significant reduction in crime, harm and calls for service.
Cumberland Neighbourhood Policing Police Officer of the year – Sam Steele, Allerdale Neighbourhood Policing Team
PC Steele has been recognised following his successful application for a closure order notice to an address in Maryport which had seen years of anti-social behaviour.
PC Steele has gathered evidence and worked with legal services to present an application to the courts.
His continuous commitment to Neighbourhood Policing and the success he has achieved is outstanding.
Neighbourhood Policing Individual Innovation award – Andy Beal, Carlisle Neighbourhood Policing Team
Andy has been recognised for his commitment and dedication when tackling anti-social behaviour and criminality within Carlisle City Centre through the use of civil orders.
He has worked tirelessly over the last 12 months to identify specific groups of people who were responsible for public order offences as well as shoplifting.
His diligence and hard work has directly contributed to ASB reduction which is an outstanding achievement.
Neighbourhood Policing Team Innovation Award – Eden Neighbourhood Policing Team
The Eden Neighbourhood Policing Team has been recognised for their determination to tackle crime that causes most harm in the community.
Combining insight, analysis and innovation thinking, the team have shown continues improvement, community engagement with operational excellence.
The team have demonstrated exemplary high-quality team working with long lasting results for the community they serve.
Westmorland and Furness Chief Superintendent Neighbourhood Policing Leadership Award – Inspector Mo Bibby, Eden Neighbourhood Policing Team
Inspector Bibby has been recognised for her outstanding leadership qualities across the Neighbourhood Policing team, wider partners and internal force departments.
Embracing innovation to drive performance with various IT platforms which have been rolled out over the forces NPT.
Cumberland Chief Superintendent Neighbourhood Policing Leadership Award - Inspector Andy Leather, Carlisle Neighbourhood Policing Team
Inspector Leather has been recognised for his passion, dedication to develop a strong motivated, and enthusiastic Neighbourhood Policing Team. This is evident by his leadership skills that have proved to be effective, dynamic and well respected.
Under your guidance, tenacity and policing attitude has developed a team into an effective and responsive resource which consistently support victims.
Speaking on the awards Chief Superintendent Andy Wilkinson: “Congratulations to those that have been recognised at this year’s awards and for your contribution over the last year to keep our communities safe.
“These awards highlight just some of the excellent work that neighbourhood policing officers do daily to address issues within the community.
“From tackling anti-social behaviour to working with partners these officers build relationships, confidence and trust in our policing services and are huge part of day-to-day policing in Cumbria.”
Cumbria’s Fire Police and Crime Commissioner, Dave Allen said: “It was an honour to witness first-hand at Cumbria Police’s award ceremony the dedication of our Neighbourhood Police officers across the county, and to see how many go the extra mile to support our communities.
“Every day, I am impressed by the work of our local officers. They are the problem-solvers in their communities, tackling crime and anti-social behaviour in all its forms.
